The pace bowler has taken over 300 dismissals in 71 five-day games with an impressive average.
Australia's chief selector the selector has declared that pace spearhead Cummins will be a central figure in this winter's Ashes series.
There were concerns that Cummins might sit out due to a ongoing back issue that was still troubling him.
Earlier indications from team management suggested no official announcement had been made regarding whether he would play, with the five-Test series scheduled to begin on 21 November in Western Australia.
Bailey expressed that his recovery is on track and was "optimistic" about the prospects of being involved.
"We know that time is getting short and there are permutations at play, aside from his injury, but further aspects," the selector added.
"It's positive. [We are] really confident that he's going to play a key capacity. Hopefully from the opening match. Should that not happen, we'll adjust."
Previous Setbacks
The captain missed the ODI and T20 games against both Asian and Trans-Tasman rivals in the previous weeks after scans revealed a stress reaction in his back.
He has a history of recurring issues, with flare-ups in several earlier campaigns forcing him out of several home seasons in four years.
Cummins stated he would be proactive in his approach in his recovery plan to make the squad for the series.
The selector indicated that there was no confirmation if he had started his bowling workouts as part of his rehabilitation but acknowledged it was "becoming urgent" for him to recover fully for the initial match.
Contingency Plans
If he's unavailable, former captain Steve Smith will lead the side.
Versatile player Green was withdrawn recently from the ODI lineup for their ODI contests against the Asian giants as a safety move because of soreness in his side.
The selector characterized it as a "small issue and stated that he'll feature in the state-level matches, so will be "well-prepared to resume bowling."
"Considerable effort has gone into developing the strategy for him to participate for the opening match as an batting and bowling option," Bailey explained.
"His involvement was limited to the initial matches anyway. How he handles the bat in limited-overs, if it causes any delay for a short period, we opted to adopt a safer strategy."
